There are basically two ways to get your diving licence.

The more traditional way is to join a local club, train usually one evening a week, first at a local swimming pool, then venturing out to open waters, and finally taking a test.

The second way, which is getting more popular as people travel a lot more, is to obtain a diving licence after a one week full-time course. These courses are very popular in the main international dive resorts.
